Le immagini ritraggono truppe russe schierate al confine. Mosca precisa: “Risalgono all’anno scorso”. Gli Stati Uniti impongono nuove sanzioni ai separatisti di Crimea. Incidente in una miniera a Donetsk, 7 morti
MOSCA -E’ scontro sulle foto satellitari diffuse dal comando supremo della Nato che ritraggono truppe russe, stimate in “35-40.000 soldati”, schierate al confine ucraino. Da Mosca arriva infatti una precisazione: secondo un alto ufficiale dello Stato maggiore dell’esercito russo, citato da Ria Novosti, le immagini satellitari diffuse ieri risalgono alle esercitazioni militari dell’agosto 2013.
Le foto riportano date tra il 22 e il 24 marzo 2014, a parte una dello scorso due aprile. In una delle immagini si vede una fila di aerei da caccia parcheggiati lungo la pista di un aeroporto. Ma, secondo la fonte, si tratta di foto scattate otto mesi prima: “Quegli scatti, distribuiti dalla Nato, mostrano unità delle forze armate russe nel distretto militare meridionale, che hanno preso parte a varie esercitazioni la scorsa estate, anche vicino al confine ucraino”, ha sostenuto.
La Nato, dal canto suo, difende l’autenticità delle foto diffuse a dimostrazione dell’accumulo di forze armate russe alla frontiera con l’Ucraina. In una nota annuncia che distribuirà nuove immagini “allo scopo di mostrare chiaramente che le pretese degli ufficiali russi”, secondo i quali le foto risalirebbero a otto mesi fa, “sono categoricamente false”.
Intanto il parlamento della Crimea, penisola ucraina recentemente annessa dalla Russia dopo un referendum locale, ha approvato all’unanimità la sua nuova costituzione. Lo riferiscono le agenzie russe. Come lingue ufficiali della nuova repubblica sono riconosciute il russo, l’ucraino e il tataro della Crimea.
Nuove sanzioni dagli Usa. Quanto alla situazione in Ucraina – dove alle 10 è scaduto l’ultimatum per la liberazione dei palazzi occupati dai filorussi nelle città orientali di Donetsk e Luhansk – in serata gli Stati Uniti hanno imposto nuove sanzioni contro sette leader separatisti ucraini della Crimea e contro la società del gas della penisola ucraina, la Chernomorneftegaz, annessa da marzo alla Russia. Lo ha annunciato il ministero del Tesoro americano, spiegando che tutte le persone e la società in questione sono state colpite perchè hanno minato la democrazia in Ucraina: “La Crimea è un territorio occupato”, ha dichiarato il sottosegretario al Tesoro David Cohen, “continueremo ad imporre costi a coloro che sono coinvolti nelle attuali violazioni della sovranità territoriale e dell’integrità ucraina”.
Poco prima il presidente Obama aveva parlato al telefono con la cancelliera tedesca Angela Merkel. Nel corso del colloquio, si legge in una nota della casa Bianca, i due leader hanno discusso “della preoccupante situazione nell’Ucraina orientale, dove separatisti russi, apparentemente con il sostegno di Mosca, continuano ad orchestrare una campagna di incitamento e sabotaggio per minare e destabilizzare lo Stato ucraino”.
L’accusa mossa martedì dal segretario di Stato americano John Kerry, che aveva parlato dell’invio, da parte di Mosca, di “agenti provocatori per fomentare il caos a est dell’Ucraina. “La Russia non ha agenti” in quella regione dell’ex Repubblica sovietica, ribatte oggi il ministro degli Esteri russo Serguei Lavrov, “e non ha più neanche militari”. “La Russia – ha aggiunto Lavrov – non desidera annettere territori ucraini. Idea che contraddice gli interessi più forti della federazione russa. La Russia vuole l’integrità dell’Ucraina nei suoi attuali confini, ma una integrità nel pieno rispetto delle regioni”.
Il primo ministro dell’Ucraina Arseniy Yatsenyuk si è recato a Donetsk dove ha incontrato le autorità locali ma non i rappresentanti dei separatisti che stanno occupando un edificio dell’amministrazione regionale e chiedono un referendum che potrebbe portare all’annessione alla Russia, come già avvenuto in Crimea. Yatsenyuk ha affermato che le regioni dovrebbero avere maggiori poteri. Senza tuttavia precisare quale tipo di autorità ritenga debba essere più delegata.
Proprio a Donetsk, come se non bastasse, sono rimaste uccise 7 persone in un’esplosione in una miniera dovuta a una fuga di gas. L’incidente è accaduto verso 6.24 del mattino (le 5.24 in Italia), quando nella miniera c’erano 78 operai. Lo rende noto l’Authority ucraina per l’industria mineraria secondo Interfax.
La guerra del gas. C’è poi l’ulteriore contenzioso, la guerra del gas che vede Kiev e Mosca a confronto sulla fornitura di metano russo, per la quale l’Ucraina non accetta la tariffa di 480 dollari per mille metri cubi. Come ha ribadito il ministro dell’Energia ucraino Iuri Prodan in un discorso in Parlamento.
Vladimir Putin ha giudicato che sarebbe del tutto “intollerabile” se l’Ucraina non onorasse il suo debito. La Russia, ha aggiunto il presidente, non ha intenzione di interrompere in futuro le forniture, ma resta sul tavolo l’ipotesi di chiedere il pagamento anticipato. Quanto ai clienti europei, Putin è stato rassicurante: la Russia terrà fede ai suoi obblighi nella fornitura di gas.
Dichiarazioni accompagnate da corrosiva ironia all’indirizzo dell’Amministrazione Obama, che aveva denunciato come “strumento di coercizione” la minaccia russa di tagliare le forniture di gas all’Ucraina in caso di mancato pagamento dei debiti. “Non sta bene leggere le lettere altrui “, ha ironizzato Putin “quella lettera, in particolare, era diretta non al Dipartimento di Stato americano, ma ai consumatori europei. Ma chiunque ormai si è abituato alle intercettazioni dei nostri amici statunitensi”, ha concluso in tono beffardo il presidente russo, alludendo al Nsagate.
Il ministro ucraino Prodan, dal canto suo, ha fatto sapere che l’Ucraina è impegnata “in intense trattative con la Commissione europea sulle forniture di gas con il ‘reverse flow'”. Gas che potrebbe arrivare da Ungheria, Slovacchia e soprattutto Polonia, paese che, per Prodan, potrebbe fornire “20 milioni di metri cubi di gas al giorno”.
La trattativa con la Ue è confermata dal commissario europeo per l’Energia Guenther Oettinger, al lavoro su un piano per aiutare l’Ucraina a pagare il conto presentato dalla Russia. “Sto preparando una soluzione che rientra nel pacchetto di aiuti per l’Ucraina dal Fondo Monterario Internazionale, dall’Unione Europea e dalla Banca Mondiale”.
“Siamo in stretto contatto con l’Ucraina e con le sue compagnie del gas – ha dichiarato il commissario Ue – per assicurare che il Paese sia in grado di pagaree che il debito contratto con Gazprom non cresca ulteriormente”. Oettinger ha annunciato che incontrerà i ministri ucraini di Esteri ed Energia lunedì prossimo.
Parlando alla radio austriaca Orf, Oettinger ha voluto tranquillizzare anche l’Unione: “Non c’è ragione di temere per le forniture di gas russo all’Europa. Le forniture di gas tramite tutte le vie di approvvigionamento dalla Russia verso l’Europa sono normali e i flussi stabili”.

MOSCOW-E ‘clash on satellite photos released by the supreme command of NATO depicting Russian troops, estimated at “35-40,000 soldiers,” deployed to the Ukrainian border. New sanctions by the U.S..
