Hacker sono entrati in azione contro i siti web governativi della neonata Repubblica di Crimea: l’attacco ha colpito il portale dell’Alta Corte di Simferopoli, insieme ad altri, così come quello del Comitato elettorale per il referendum di domenica a Sebastopoli. PAURA SUI MERCATI
– Per la quarta volta in una settimana John Kerry e Sergei Lavrov si ritrovano a discutere della situazione ucraina e della crisi in Crimea. Ieri sera, nel corso di una telefonata tra i due leader della diplomazia mondiale, Kerry “ha chiaramente detto” a Lavrov “che vi saranno delle conseguenze se la Russia continuerà a far salire la tensione”, secondo quanto rivelato da un responsabile del Dipartimento di Stato. Mosca non ne è sembrata particolarmente impressionata. Anzi, una rafforzata visibile presenza di militari russi in uniforme caratterizza il venerdì a Sebastopoli, a due giorni dal voto per il referendum sulla Crimea.
RISPOSTA DEL CREMLINO
– “La Russia è consapevole della propria responsabilità per la vita dei connazionali e dei concittadini in Ucraina e si riserva il diritto di prendere la gente sotto la sua protezione”, si legge in una nota del ministero degli Esteri russo, che accusa “i gruppi radicali di destra armati di spranghe e di armi traumatiche” di aggredire “i manifestanti pacifici scesi in piazza” contro i nuovi poteri di Kiev, a conferma che il governo Iatseniuk secondo Mosca, “non controlla la situazione nel Paese”.
GLI SCONTRI – Ieri sera a Donetsk, città russofona nell’estremo oriente ucraino, ci sono stati poderosi scontri tra filorussi e filo-Maidan. Ne hanno fatte le spese il manifestante filo-Kiev, Dmitro Cerniavski, dirigente locale del partito nazionalista Svoboda, ucciso a coltellate assieme ad altri due manifestanti. Oggi la polizia ha compiuto quattro arresti. L’accusa è di aver istigato gli scontri di massa che hanno causato anche 50 feriti. Segno di una tensione ormai ai livelli di guardia. Aumentata dallo spostamenti di militari russi nella regione di Rostov sul Don. Circa 4mila paracadutisti russi, 36 aerei militari e 500 veicoli che partecipano a manovre vicino alla frontiera ucraina. Kiev dal canto suo non sta con le mani in mano. Oggi a Lugansk, altra area russofona del Paese, i servizi segreti ucraini (Sbu) hanno arrestato Aleksandr Kharitonov, il capo dei filorussi autoproclamatosi ‘governatore del popolo’. A inizio marzo, Kharitonov ha mandato al Consiglio regionale di Lugansk un messaggio dei filorussi in cui si chiedeva a Mosca di
intervenire militarmente e di non riconoscere il nuovo governo ucraino. Il 9 marzo i filorussi hanno fatto irruzione nell’ufficio del governatore regionale Mikhailo Bolotskikh e l’avevano costretto a firmare una lettera di dimissioni.
ACCUSE E CONTROACCUSE
– Immediata controffensiva di Mosca: a tarda sera (ora locale) il comitato investigativo russo comunica di aver aperto un procedimento nei confronti di Oleg Tiagnibok, leader del partito nazionalista ucraino Svoboda, e di Dmitro Iarosh, capo del movimento paramilitare Pravi Sektor (‘Settore di destra’), con l’ipotesi di accusa di aver partecipato ai combattimenti dei separatisti ceceni contro i militari russi. Oggetto di indagine anche altri esponenti ultranazionalisti ucraini, tra cui il fratello di Tiagnikok, Andrei: tutti, secondo il comitato investigativo, avrebbero fatto parte di un’unità ucraina scesa in campo a fianco dei ceceni nella prima guerra contro Mosca (’94-’96). Iarosh, era già stato incriminato da Mosca per incitamento al terrorismo contro la Russia.
MOGHERINI: RISCHIO ISOLAMENTO
– “Mosca rischia l’isolamento internazionale”, perché se la Russia non rispetterà l’integrità e la sovranità territoriale dell’Ucraina, lunedì l’Unione europea approverà “una serie di misure tra cui sanzioni mirate”, dichiara il ministro degli Esteri Federica Mogherini in un’intervista alMessaggero“.
REAZIONE UE

PUTIN E ROHANI
– Il presidente russo, Vladimir Putin, ha parlato al telefono della situazione in Ucraina con l’omologo iraniano, Hassan Rohani. Lo ha reso noto l’ufficio stampa del Cremlino. “Su richiesta di Rohani – si legge nella nota – Putin ha dato la sua valutazione della critica situazione in corso in Ucraina”. In particolare, il leader russo “ha ribadito che questa crisi può essere risolta solo tenendo in considerazione, senza condizioni, gli interessi e la volontà della popolazione multi-etnica che vive in tutte le regioni del Paese”.
FRONTE INTERNO
– Mosca non sottovaluta il fronte interno. Dopo due settimane di silenzio, da quando il Cremlino ha dichiarato di essere pronto all’invio di truppe in Ucraina per “difendere i connazionali”, gli intellettuali russi d’opposizione si sono mobilitati contro la guerra. Circa 100 tra scrittori, attori, politologi e registi hanno firmato una lettera aperta con cui esprimono la loro disapprovazione verso la politica di Putin e propongono la convocazione di un “Congresso dell’intellighenzia” da tenere al più presto, con la partecipazione anche di intellettuali ucraini. Tra i firmatari: gli scrittori Dmitri Bykov, Liudmila Uliytskaya, Boris Akunin e Viktor Erofeev; l’attore Mikhail Efremov; il regista Vladimir Mirzoev e il musicista Andrei Makarevich.
STAMPA SOTTO SCACCO
– Domani, la manifestazione contro la guerra in Ucraina, prevista a Mosca a metà giornata, sarà dedicata anche alla libertà di stampa. Una risposta alla stretta sulle fonti di informazione indipendenti e anti-Putin. Da giovedì sera, su decisione dell’Authority per il controllo dei media, è bloccato l’accesso al blog e dell’oppositore Alexei Navalny su LiveJournal, al sito vicino all’opposizione Ej.ru – che pubblica approfondimenti e commenti politici – e al sito dell’ex campione di scacchi e figura anti-Putin, Garry Kasporv (kasparov.ru). Il primo era sulla lista nera già dal mese scorso, dopo che a Navalny erano stati comminati gli arresti domiciliari in un caso giudicato politicamente motivato. Per gli altri due l’accusa è di “appelli ad attività illegali e partecipazione a raduni di massa con violazione dell’ordine pubblico”, cioè le manifestazioni dell’opposizione russa.
CLIMA DI PROPAGANDA
– Se il direttore del centro demoscopico indipendente Levada, Lev Gudkov, lanciato l’allarme per un clima di “propaganda in Russia, senza precedenti nell’epoca post sovietica”, i giornalisti parlano di vera e propria censura ordinata dal Cremlino. Ieri è stata licenziata la direttrice del sito Lenta.ru e sostituita con una figura vicina al potere, dopo che un suo reporter aveva pubblicato l’intervista a un attivista del movimento di estrema destra ucraino, Pravi Sektor. Diversi redattori si sono licenziati in segno di protesta, mentre oggi il sito ha subito un pesante attacco hacker.
AIUTI ALL’UCRAINA
– Nel quadro descritto rischia di passare in secondo piano il pacchetto di aiuti a Kiev che il Fondo monetario internazionale annuncerà ufficialmente il 21 marzo. Lo ha annunciato il direttore generale Christine Lagarde, dopo una prima analisi del rapporto della missione di esperti che si confronta con il governo Yatseniouk dal 4 marzo e che sarebbe dovuta ripartire. “Dopo un briefing informale del consiglio dei direttori, il Fondo ha chiesto al team di restare a nella capitale ucraina e avviare consultazioni con le autorità, in vista di un programma di riforme economiche” da concordare, ha detto Lagarde: “La missione conta di terminare il proprio lavoro il 21 marzo”. Le nuove autorità ucraine puntano a un prestito da 15 miliardi di dollari, con cui “rimpiazzare” quello promesso dalla Russia e poi sospeso con lo spodestamento di Viktor Yanukovich e la svolta filo-occidentale a Kiev.
RITARDO USA
– Intanto il Senato Usa non è riuscito ieri a votare il progetto di legge sugli aiuti all`Ucraina, a causa dell’opposizione di un gruppo di senatori repubblicani, contrari all’ampliamento dei finanziamenti destinati al Fondo Monetario. Il testo rimasto in sospeso contiene infatti anche elementi di riforma del Fondo, che permettono di aumentare i mezzi a disposizione dell`istituzione e accrescere di conseguenza la parte destinata all`Ucraina. Nel progetto di legge in questione sono previste anche sanzioni economiche nei confronti di funzionari che “hanno violato la sovranità dell`Ucraina” e ritenuti responsabili di “violazioni di diritti umani” durante le violenze che hanno accompagnato i cambiamenti ai vertici a Kiev. Il Congresso, che la settimana scorsa ha già approvato un pacchetto di aiuti da 1 miliardo di dollari, potrà tornare all’esame della norma solo dopo il 24 marzo. Kiev spera di ottenere per il biennio 2014-2015 aiuti internazionali per circa 35 miliardi (15 dall’Fmi, il resto da Usa, Ue e altri Paesi sensibili alla difficile ‘stabilizzazione’).
